Leaving a Legacy


I came into the Chairmanship in August 2021 – in the aftermath of the failed 2020 Presidential election. To say that the Dallas County Republican Party was ready for a restart is an understatement that few can appreciate.

The Party was all but obsolete. In less than three years, with the blessing of an amazing staff and an army of dedicated and resilient volunteers, we have built a lasting legacy of which to be proud.

Republican Voter Turnout

March 2020 Primary:

  • 26% of voters were Republican
  • 73% were Democrats

March 2024 Primary:

  • 46% of Primary voters were Republican
  • 54% were Democrats.

Party Funds

· DCRP in debt $40,000

  •   No funds to pay rent or salaries

· Unsuccessful fundraising events

· Few recurring monthly donations

· Poor relationship with donors

· Did not turn in Primary Finance Reports to collect primary funds from SOS

· Raised over $1,200,000 in less than 2 years

· Highest cash position in 7 years

· Lowest monthly expenses in 7 years

· Two successful Reagan Day dinners netting nearly $800,000 for Party

· Significant increase in monthly recurring donations

· Recaptured past primary funds

· Revitalized and solidified relation with Dallas donors

LEAVING PARTY WITH STRONG  FINANCIAL POSITION

Party Organization

· Two employees and a few volunteers

· Remote access set up so staff did not have be in Headquarters daily

· No electronic Poll Worker Database

· Very few recruited Poll Watchers

· Most committees existed outside Party structure

· Brought in experienced and professional officers and executive team members

· Headquarters open daily and most Saturdays

· Recruited full-time office volunteers to answer phones and help constituents

 Have sworn in 182 precinct chairs since August 2021.

· Weekly Precinct Chair and Poll Worker trainings

· Recruited and trained over almost 1,400 Poll Workers and 500 Poll Watchers

· 98% coverage in 2022 General Election; highest of large Texas counties

· Created interactive data base for Poll Worker recruitment and placement

· Reinstated and staffed vital committees: Candidate Recruitment; Election Integrity; Precinct Chair Resource; Resolutions; Rules & Bylaws

· Established monthly happy hours to increase involvement and recruit new members

LEAVING PARTY WITH A MAP FOR A HIGHLY ORGANIZED AND EFFICIENT  PARTY STRUCTURE

Data and Analytics

  • None

· Purchased data from professional resource

· Acquired all Dallas County Elections  historical voter data back to 2000

· Created own texting and email database and messaging platforms; Used data and messaging to secure municipal victories, get out the vote, recruit candidates, Precinct Chairs and volunteers

· Created Data & Analytics Committee that assists Party and clubs with identifying Republican voters and expanding Republican base

  • None

· Donated Party funds to candidates in other counties

· Dallas Mayor converted to Republican Party; Only top 10 City with Republican Mayor in country

  • Shared data with 13 Republican Dallas City Council Candidates 2023
  • Shared data with Grand Prairie City Council candidate who won in Dallas County and lost in Tarrant County
  • Won DISD runoff against far left Democrat
  • Won Rowlett City Council runoff; led to the elimination of DEI Commission in Rowlett
  • Won Duncanville Mayor
  • Won Farmers Branch City Council
  • Won Cedar Hill City Council
  • Won Dallas County Appraisal Boardseat

· Re-election of 2 Republican Mesquite School Board members

· Sending a Republican to Irving City Council runoff v. Democrat

LEAVING A WINNING TREND IN LOCAL ELECTIONS AND AN EXPANDED VOTER BASE

Election Integrity

  • No plan

· Reinstated pre-printed, sequentially numbered ballots

· Secured printing of early vote tapes on Election Day

· Worked with renowned election integrity experts as well as state-wide legislators

· Became a party to and assisted in federal lawsuit defending SB1

· Testified in legislature against county-wide voting

· Lead coalition of large county Chairs to lobby for election law changes

· Known as credible election integrity leader

· Met with Texas SOS to bring awareness of lack of transparency and integrity of          E-Pollbooks

ESTABLISHED DCRP AS A CREDIBLE LEADER IN ELECTION INTEGIRTY

In addition to the positive changes and accomplishments above, we have led with grace and integrity and established a reputation around the State of Texas that has made Dallas County a leader in the Texas Republican Party. On the Texas Elections Commission, I garnered the respect of my Democratic colleagues and won many victories for the DCRP. We are leaving the Party with the essential foundations necessary to build a strong party and achieve even greater victories for years to come. We are very proud of the legacy we have built, and we are committed to support and help the new leadership build on our achievements.
